セクションを開けない、というのが、不可解です。私にはよくわかりません。
この、売り手からのメールに、直接、返答するべきでしょうか？

または、ペイパルのサイト上を介して、メッセージなど送信するべきでしょうか？
（売り手がペイパルのセクションを開くことができないのならば、売り手は、ペイパルを介したメッセージを確認することができないのかもしれません。）

I do not understand what does the seller mean by "cannot open the dispute section."
Should I directly reply to this email?
Or, is it better to send my message via PayPal website?
(If the seller means that he/she can't open PayPal website, he/she may not be able to receive and/or read my message sent via PayPal.)
