おそらくアイテムは　配達しないで不在として郵便局に置いていたのだろう

あるいは後日、荷物が溜まってから　まとめて配達するつもりだったのか

Regarding this case, probably the item was not delivered but was recorded as absent and placed at the post office.

Or maybe they were going to deliver accumulated parcels in bulk later.
