このレターは確かにBに関するレターです。
ですが、Aのインフォメーション欄にチェックが付けられています。
Bに関するドキュメントだったとしても、関連するサブシステムにインフォメーションとして配布される場合があります。
（参考例として添付の過去のレターをご欄ください。）
ですので、Aとして受領しているものと私は理解しているので、受領番号が必要だと考えた次第です。

Because it is the document for B, there might be relative information distributed to the subsystem .
(Refer to the letter of the past attached as a reference example.)
So, I think it is OK to receive it as A, and there is need for receipt number.
