4月1日、大阪府と大阪市、関西経済界が出資した大阪観光局が発足。業務を開始した。

「Asian Gate Way Osaka」のキャッチフレーズのもと、昨年213万人だった大阪府内への外国人旅行者数を平成32年までに650万人へ３倍増、経済波及効果1820億円を目指す

府、市、経済界がそれぞれ2億5000万円を今年度の予算として負担。合計7億5000万円を活用し、観光戦略の企画立案プロモーションを一元的に展開する。

初代局長には元香港政府観光局の加納国雄氏が就任した。

On April 1st, Osaka Tourist Bureau, sponsored by Osaka Prefectural Government, Osaka City and Kansai Economic Federation, started and began its business affairs.
Under its catch line [Asian Gate Way Osaka], it aims at increasing the number of foreign tourists from 2.13 million of the last year to 6.50 million by Heisei 32 (threefold increase); that is, it aims at economical propagation effect of 182 billion yen.

The Prefectural Government, Osaka City, and Kansai Economic Federation bear 0.25 billion yen each as the budget for the current year. They will carry out the development of sightseeing strategy planning in an integrated fashion on the basis of the total fund of 0.75 billion yen.
Mr. Kunio Kano, a former staff of Hong Cong Government Tourist Bureau, assumed the post of the first manager.
