HR Jobsと同じアプリを作る事は問題無く作れますが、アバウトな見積もりで35万円します。

ひとつ提案ですが、わたしが持っているシステムでパソコンの専用画面から求人情報を登録→アプリで求人情報を表示→ユーザーが閲覧→ユーザーが応募→ Cecilが受付するアプリなら安くで作ります。
