小型の発送は普段は日本郵便を使用しており、コロナウイルスのため臨時でUPSを使用しています
UPSは大量の荷物を送る時にのみ使用しているため、20ドル以下の関税は元払いできないことを知りませんでした
この度は大変ご迷惑をおかけしました

Normally, for small parcels, we would use Japan Post, but we are currently temporarily using UPS instead due to the Coronavirus.
Since I was only using UPS to send large parcels, I was not aware that it was not possible to pay the tariff in advance.
