申し訳ありませんが、paypalの身元確認のシステム障害で、身元確認でエラーとなってしまい利用限度額が解除できず、現在入金ができない状況です。
現在paypalに問い合わせしてる所ですので、解決次第すぐにお支払いします。

I am very sorry that due to the paypal system problem, my identity verfication process has encountered error and I cannot unlock the usable account limit, therefore I cannot do any payment at the moment.
I have reported the problem to paypal already. Once it is solve, I will do the payment immediately.
In case you could not wait for the payment, it is fine to have the bid cancelled.
