太陽光発電等の日本での開発の現状、並びに先回打ち合わせを受けての所見

今回は初めてのレポートということもあり、極めて簡単ですが概略のみお示しさせて頂きます。
１）日本における太陽光発電の最新事情
ヨーロッパ先進諸国での太陽光発電が発展した理由は（現在では、衰退している国・地域も多々現出しておりますが）、御承知の通り、太陽光発電により発電した電力を電力会社が価格・期間共に安定して買い取る精度（法律）が存在したことに起因します。これは、太陽光発電に限らず、水力発電、風力発電でも同様のことが言えます。

The reason why solar power was developed in developped European countries is(at present, there are some area or countries on decline) due to the existance of stable system(law) where solar power will be purchased by power companies considering price and period.This is not limited to solar power, but same for hydroelectric power and wind power.
1. Latest situation of a photovoltaic power generation in Japan
The reason the photovoltaic power generation has developed in the developed countries in Europe(although now that there are many countries and regions that are not going well) is, as well known to everybody, the existance of the system and law to buy the electric power generated by photovoltaic power plants stably in both price and time period.
The same is also applicable for hydroelectric power and wind power.
日本においては、東日本大震災の以前より、政府が法案通過を目指していた「電力買取法案」（ＦＩＴ法）が昨年施行され、本年の７月１日より、制度が実行に移されることとなっております。
下記一覧表は、現在、パブリックコメントを広く国民から募るために経済産業省資源エネルギー庁が提示している各種再生可能エネルギー種別における買取価格案です。買取先は、各地域の電力会社になります。
具体的に一部を記しますと、
太陽光発電の電力買取価格
１ｋｗｈ＝４０円（税抜き。期間２０年）
となります。
The list below is purchase price proposition of each renewable energy, presented by agency for natural resources and energy in Ministry of Economy, Trade and Industry, under the purpose of getting public opinions. Each local electric power company are the buyers.

1kwh = 40yen (without tax, 20 years)
この価格は決定されたものと言って差障りありません。期間、価格共に、国内の再生可能エネルギー事業者・国が要求していた数字に近く、極めて有利な価格帯となったものといえます。すなわち、再生可能エネルギー全般の事業性が極めて高まり、
土地の確保（地元の賛同）
送電線・配電線の確保（電力を売電出来る出力＝ＫＷ）
事業資金
発電所を運用・管理するための事業体
以上をスムーズにとりまとめることができれば、安定した電力事業＝２０年の長きに及ぶ、電力売電事業が営めるいうことになります。
That is to say, the possibility of renewable energy business has become extremely high,

ensuring transmission lines and distribution lines (power output that can sell electricity = KW)
business fund
entity to manage and operate power plants
If the mentioned above are done smoothly, stable electricity business is possible.
