今までそのような通知を受けたこともなく状況がよくわからないのですが、支払わないわけにはいかないと思っています。
ただ、あなたもご承知のとおり、私は日本在住でそちらの公共料金のしくみに疎く、何をどうしたらよいのか全くわからないので、あなたに手続きを代行してもらうことはできませんか？

As Tim pointed out it seems that I have 2000 dollas in late payments of the water bill.
So far I have not received any notice like that so I don't really know the situation but I think it must be paid.
However, as you know, i live in Japan and am far away from the workings of public utilities expenses over there, so I have absolutely no idea what should be done so can't you do the procedure for me?
I'm really sorry for the bother but it would be great if you would consider it.
