発送前は完璧な状態でしたので、輸送中にダメージを受けたものと思います。
最寄りの郵便局に行ってもらい、ダメージレポートを記入していただけますか？
もしくは、使用するのに問題はないのでそこまでする必要がないとお考えの場合は、その旨おしらせください。

I am very sorry to hear that there was a damage part.
Are other parts all right? Does it work well?
As the condition was perfect before shipment, I guess the damage was caused during transportation.
Would you go to the nearest post office and write damage report?
Or please let me know if you feel you don't need to do that as you can use it.
In that case, I will make refund of xxx dollars though it is a small amount.
