改正外国人技能実習制度における「介護業務」と「日本語能力」に関する一考察
「介護職等」が対象職種に加わる改正外国人技能実習制度が、2016年11月に成立した。実習生に求められる「日本語能力」と移転の対象となる「介護業務」に関し、法改正に先だって実施された関連の専門家集団による検討内容を中心に第1次的な整理を行なった。本制度の円滑な実施のためには、実習生の送り出し機関と受入れ機関との調整・連携の中で、日本語能力にかかる質の担保が最優先課題としてあげられると結論づけた。
A Study on "Nursing Care Work" and "Japanese Language Ability" of the Revised Foreign Technical Internship Practicum System
A revised Foreign Technical Internship Practicum System, which includes the occupation, "nursing care profession, etc." , was established in November 2016. The first arrangement, mainly based on a discussion by a group of experts concerning the 'Japanese language ability' required for intern trainees and the 'nursing care work' which is subject to relocation, was conducted prior to the revision of the law. It was concluded that the collateral of quality related to Japanese language ability is the top priority in order to smoothly implement the system of coordination and arrangement between the interns' dispatching agencies and the accepting agencies.
