その理由に、ダブルカウント制度と短時間労働がある。「障害者雇用状況の集計結果」(厚生労働省、2014)を用いて、この2点に関し考察したところ、産業別「医療、福祉」について障害者雇用の拡がりと可能性が認められた。また、今後は、「実雇用率」と併せて「被雇用者総数」の視点も重要であるとした。
As the reason for that, there are Double Count Method and Short-time working. When considering about these two points by using “Total results for the employment situation of the handicapped” (Ministry of Health, Labour and Welfare, 2014), expansion and possibility of the employment of the handicapped for “Healthcare and Welfare” (by industry) can be recognized. The perspective of “Actual employment rates” along with “Total number of employees” also will be important after this.
