The Science and Education Ministry ratified such a policy.
They tend to be criticized and ridiculed as "loose generations" after they become independent.
Still, the loose generations, as you have pointed out, have not affected society in Japan.
They are open-minded about their being not wrong. "Yes, we are in the generation, so what?"
Though it is uncertain of the government's intention, the policy has been reversed.
