Kindly note that you can sell with price including VAT or not including VAT during the time of receipt of the item as long as you are fine with refunding the VAT amount later.
As per Amazon there is no compulsion for the sellers to be VAT registered as it is up to the sellers whether they need to be VAT registered or not.
