Oは実際にデリバリを担当するSEを調整するだけで精一杯だった。再調整のチャンスも貰ったが、構築開始まで日も迫っており要望には応じられなかった

Added to accurate answer by delivery SE, I has strong intention to actively lead the proposal and this was the main point of selection.
All O could do was to adjust SE to be actually in charge of delivery. Although given a chance to reschedule, there was not much time left before construction starting date and O failed to meet the requirements.
