正当な理由による負の評価は受け入れますが、今回のケースがそうだとは思えませんでした
正当な理由なく取引をキャンセル、負の評価を残す事を許容してしまうのはebayにとっても良くない事ではないでしょうか？
電源ケーブルがない為、動作確認できていない

I would accept a negative evaluation with a dare reason, but this case did not appear so.
A cancellation of a transaction without a dare reason would not leave a good impact for eBay either, don't you think?
Since without the power cable, this item's performance has not been confirmed yet.
