Appeal for Removal of Selling Privilege

I have found out issues on my selling practice, so I would like to provide the Action Plan to prevent repeating the trouble.
The issue is that non-delivery causes to pull down the customers' satisfaction.
I would like to propose the following action plan for improvement.

1) I ship all items attached with tracking numbers as I have been doing in the past.
2) In case of facing unexpected incidents and troubles, and missing of items in the international shipment, I promptly verify the tracking information using the attached tracking number and take appropriate actions including a refund.
3) In case of missing items, I will take one of the following actions after discussing with buyers;
A) Refund entire amount
B) Ship new replacement item (with free shipping charge)
