If items are shipped to USA, does it take TAX wherever they are shipped?

If a state from which items are shipped and a state where they arrive are different, isn't it right that it doesn't take TAX?

I sometimes have items shipped to Florida and California.
I asked you such a question because it takes TAX whichever state I choose in settlement screen.

Is there any way in which it takes no TAX?

In the case the items are shipped to the USA, will it take customs duties wherever they are shipped?

If the state from which items are shipped and the state where they arrive are different, will customs duties be free?

I have ever had items shipped to Florida and California.
When I went to the settlement screen it appeared that both of the states required customs duties, due to this situation I had this question.

Is there any way that customs duties could be free?
