The main reasons are that Osaka is closer than Tokyo, many LCC land on Osaka, and you can visit Nara, Kobe and Kyoto from Osaka. I hear also it's a good reason that Osaka gives visitors chances to enjoy time with Japanese People and to experience Japanese culture thorough locals and local cultures, unlike Tokyo where it goes busy as typical to huge cities.
