理由は様々考えられると思いますが，私が考える大きな理由は
「少なくとも90年代までは経済的に見て，日本人は英語を話す必要がなかったから」です

日本は自国で高い品質の物を作ることができ，そしてそれを国内で消費できました。
つまり製造する人と消費する人のほとんどが同じ国の人でした。
その中で特に品質の高いもの，例えば車や電化製品などは海外へ輸出され，海外で使われています

この「自力で高い品質の物を作ることができる」ということは，とても重要です。

There are many reasons that we can think of but the biggest reason that I can point out is,

In Japan we could produce high quality products in the country and consume in the country.
In other words, producers and consumers were mostly in the same country.
Among the products pruduced in Japan, especialy higher quality products such as cars and electrical goods were exported overseas and they are used in other countries.

To be able to "produce high quality products within the country" is very important.
