その理由に、ダブルカウント制度と短時間労働がある。「障害者雇用状況の集計結果」(厚生労働省、2014)を用いて、この2点に関し考察したところ、産業別「医療、福祉」について障害者雇用の拡がりと可能性が認められた。また、今後は、「実雇用率」と併せて「被雇用者総数」の視点も重要であるとした。

The reasons are double counting system and part time employment. After I reviewed these two points by referring to "The aggregate results of the status of disabilities employment"(Ministry of Health, Labor and Welfare, 2014), I could see the expansion of disabilities employment and its possibilities regarding industrial category of "Healthcare, Welfare". Also I understood that the perspective of "the total number of the employees" in addition to the perspective of "actual employment rate" is also important.
