Despite the apparently free and easy environment, Microsoft introduced strict rules controlling the development of its software. In particular, Gates insisted that Microsoft developers standardize their programming wherever possible - following standards that had already been developed and documented.

In this way, the development teams benefited from the work of their peers, and could move easily between projects. The alternative, as other companies have found, is a proliferation of approaches, which leads inevitably to reinventing the wheel many times over.
