2014年、民間企業の実雇用率は1.82％。ダブルカウントや短時間労働の因子などにより、実雇用率と実際の雇用人数との割合には「溝」が生じる。本稿は実雇用率にかかる制度的・歴史的な経緯等を整理した上で、前述の「溝」が、新聞記事の中でどのように取り扱われているかを考察した。
