損害賠償金は通常compensation for damagesを用います。次の文章からは添削例のようにthe compensationでいいでしょう。日本の郵便局の話はアメリカの郵便局が通常処理が遅い（あるいは処理の進行が遅い）という話なので現在形（あるいは現在完了進行形）のほうがいいと思います。
