文法ミスがあります。

organized tourで名詞節になりますので、文法の間違いはありません。

"He wanted to cycling tour ...." ではなくて、"He wanted to go on a cycling tour ...." ですね。他にも文法ミスがあるので、ご自身でご確認下さい。
