戦前の日本でガスの普及が遅れたことには事業者側の事情もあった。第一次大戦によって石炭価格が高騰したにもかかわらず、地方自治体と締結した報償契約によってガス料金値上げは認めてもらえなかった。結果ガス会社の利益は縮小し、特に地方の中小ガス会社ではコークス等副産物の販路がなかったため大幅なコスト増に耐えきれず、1910年代後半に多くの会社が解散され、事業再開までに十年以上を要した。また大手ガス会社の中には採算の取れない地域への供給を廃止することによって経営危機に対処した例もあった。

As the result of this, the profit of gas companies was slimmed and many companies bankrupted in the late 1910s because small and medium scale gas companies, particularly in rural areas, did not have any sales channels for those by-products such as cokes, thus those companies could not withstand the drastic increase of cost.
In addition, there was an instance that some large scale gas companies happened to overcome the financial crisis by stopping the supply to those areas which could not make profit.
