It's a way of addresing a teacher. Besides teachers, people who work as the following professions can be called "sensei". These are the representative examples, but it's more of a traditional thing than anything else, and there isn't a general set of rules that says who can be called a sensei or not. Sometimes, self-emplyed people or managers of small businesses, and people who fulfill the role of a teacher in master-pupil relationships are also called senseis.
