ベスパがヨーロッパの都市 ラゲーンを制圧下に置いた後、地球侵攻のための拠点とすると、レジスタンス組織 リガ・ミリティアが抵抗を開始した。こうした中、パラグライダーを操っていた主人公の少年 ウッソ・エヴィンはベスパのMS（モビルスーツ） シャッコーと、リガ・ミリティア所属のマーベット・フィンガーハットが操縦する小型戦闘機との戦闘に巻き込まれる。だがシャッコーに引っかかり取り付いたあげく、パイロットのクロノクル・アシャーを引き摺り落としてMSを奪ってしまう。
