次には悪いフィードバックをつけると言い返金を求められました。

わたしは気に入らないのなら返品してくれれば代金は返すと言いました。
しかし落札者は$75が欲しいだけなので、いろいろ理由をつけて商品を送ってくることはありませんでした。なんの法的根拠もない$75です。

私は落札者の言っている商品の状態に納得がいっていないため、一部返金はしません。以前に同じ事象で騙されたことがあるからです。しかし返品があれば商品状態を確認し返金するつもりです。

After that he said he would leave negative feedback and asked for refund.

I am not convinced by the condition of the item as the bidder described, so I am not making partial refund. That's because previously I was cheated the same way before. However, if the item is returned I will check the condition of the item and make refund.
