最初のご注文では運良く関税にかからなかったのですが、２回目は必要になったようです。

特にカナダやヨーロッパは関税が厳しいです。

You could avoid them fortunately on your first order, however, it seems you need to pay them on the second one.
Especially, Canada and European countries are very strict about customs duties.
