It is ok to sell 10pcs for you. If this is safe way for you to clear customs. But you said you order rugular 200pcs before, so you always send 10pcs each time?

最初の注文は、通関のテストと販売数量のテストを兼ねています。
通関に問題があれば、商品自体を取り扱うことが出来ません。
通関さえ問題なければ、販売数も徐々に伸びると思いますので、まとまった数を注文することになります。
