Up until last time you sent me a bill when I won an auction, so I thought you would understand when I had to cancel my bid this time.
It is very unfortunate.
Well, please send it via USPS First Class Mail.
I await the invoice.

Hi, I think "Up until last time you sent me a bill when I won an auction" might be better expressed as "You have been sending me bills (or invoices) up until the last time I won the (or your) auction" as the first sentence is supposed to be stating a fact/truth for the ので to be grammatically correct. But over all, it was well done! :)
