The first sentence may be acceptable. Although not the right expression, I understood the meaning.

For the second sentence, I think the meaning is not right. The hotel was told to hand over the luggage to the receiver. The luggage was also sent yesterday. So this person called the hotel(today), and told the hotel to give the guest his/her luggage (which was sent to the hotel yesterday).
