写真の通り、「府政國帝本日大」の刻印の中の「國」という字は本物は角張っており、細かく判別出来ますが、あなたの切手の刻印は明らかに下の線が欠けていて不明確です。
これは回数を押したことによるゴム印の変化が原因とは考えられません。
また、全て同じような欠けがあるわけがありません。

あなたが返金に応じなければ直接paypalに訴えます。

This is a specialist's book on stamps.
As you can see in the image, the "國" character inside of the "府政國帝本日大" seal is very ornate and even the smallest details can be seen, but in the seal in your stamp the lower line is broken and the seal is unclear.
I do not believe that this could be caused by the rubber wearing down over normal use.
Also, it is not as if all of them have the same damage.

If you will not refund my money then I will file a complaint directly with PayPal.
