You entered into an agreement to purchase an item. The auction was set for no international bids. You use an address in the USA to get around that and are able to place bids. You state PayPal won't let you pay. I would say it's most likely because your not in the USA. I would set one up using that LA address, have it confirmed by PayPal and have items shipped to that address. Then you would have no issues. I have turned it over to eBay in hopes they may be able to help with advice on how to get this resolved for the both of us.
