ペイパルにて支払いをしようとした所ペイパルジャパンの規約が10月から変わっており、
本人確認をしないと一ヶ月あたり総額10万円までの送金に制限されるようで支払いをする事が出来ません。
本人確認には2週間から4週間の時間が掛かるようですので申し訳御座いませんが支払いを待ってもらう事は出来ませんでしょうか？

I can't pay because, according to the agreement, there is a limit to pay only a total of 100,000 yen before being confirmed the identity of me as a customer.
