These are scissors designed as Japanese swords. They are bladed elaborately one by one by cutlery craftsmen working in the city of Seki in Gifu prefecture in Japan which is noted for sword production. You can cut hard materials quite easily.
The curves and crests of the swords have been reproduced realistically for safe use with sheaths.
They are compact so that they can be put in pen cases or pouches, in order to fix frays for getting out of your home or open your bags.
