以前、EUにおいて、€1000以上の荷物を日本に送る際、集荷後にExport Declaration and Movement Reference Numberが必要だと言われたことがあります。
SHIPPERはそれを作成できなかったため、私は荷物の返送代金€300支払いました。
このようなことが無いように、集荷時に書類不備があればドライバーに集荷させないようにするにはどのようにすればいいですか？

I was told before that export declaration and movement reference number are needed after collecting an item when an item higher than 1000 pounds is sent to Japan in European Union.
As the shipper could not make it, I paid 300 pounds for returning an item.
What should I do to prevent it? How do I have to work not the driver to collect an item if the documents are not well prepared when it is collected?
