以前、EUにおいて、€1000以上の荷物を日本に送る際、集荷後にExport Declaration and Movement Reference Numberが必要だと言われたことがあります。
SHIPPERはそれを作成できなかったため、私は荷物の返送代金€300支払いました。
このようなことが無いように、集荷時に書類不備があればドライバーに集荷させないようにするにはどのようにすればいいですか？

Previously in the EU, it was said that a Export Declaration and Movement Reference Number was required when sending packages valued at over €1000.
Because the shipper couldn't send it, I had to pay a €300 return fee.
So that doesn't happen, is there a way I can prevent the driver from picking up, if there are incomplete documents at the pickup time?
