Have you been to the Philippines? The diving season is from November to March. There are some nice islands and resorts there. There is one in Puerto Galera and one in Dumaguete. Its called Atlantis Dive Resort.
For Sipadan, I am looking at the Kapalai Dive Resort for now. just emailed them for vacancy and rates. Hope they get back to us soon.
