upsの担当者に確認をしました
関税の元払いは20ドル以下の場合できないそうです
ですのでお客様に支払って頂くことになります。

小型の発送は普段は日本郵便を使用しており、コロナウイルスのため臨時でUPSを使用しています
UPSは大量の荷物を送る時にのみ使用しているため、20ドル以下の関税は元払いできないことを知りませんでした
この度は大変ご迷惑をおかけしました

Normally we use Japan Post for shipping small packages but due to COVID-19, we are temporarily using UPS.
We have only used UPS for shipping large packages so I was not aware that we cannot prepay any custom tax under $20.
My apologies for the trouble caused.
