Taishi, first off – I really do appreciate that you have tried contacting PayPal with regards to the problem you are having. At the same time, please be aware that when it comes to payment problem we cannot check as to what is happening since only PayPal can check on it, as they are our financial institution where in money is involve it should be handled with PayPal.
Likewise, I did check your account and tried to look for any restriction on your account – however I haven’t seen any problem or restriction on it.
At this point, what I can advise you to do is to try contacting your card issuer and try to check if they are the one whose denying incoming charges or putting limits on your account.
