CSVファイルの文字コードが、UTF8 BOM付でした。
※エラーCSVのユーザIDの先頭に不自然なスペースがありました。
こちらが1行目のみエラーの原因と思われます。

CSVファイルの付与日の指定が過去日付でした。
※付与日は本日を含む3か月先までとなっております。

付与基準マスタの付与対象グループにA2が指定されておりませんでした。
⇒付与ID:1の対象グループにA2を指定いたしました。

CSV file text code was UTF8 with BOM.
*There was unnatural space on top of user ID on error CSV.
This seems to be the cause of an error only for the 1st line.
=> I saved it on UTF-8 without BOM.

Designated date of adding CSV file was past date.
*Date of adding is from today till 3 months later.
3)
A2 was not designated on group to be added standard master.
=. A2 has been designated on group to add ID:1
