Following the impeccable precedent set by the soldiers, they constrained the Caesarian leaders to open negotiations with Pompeius. There was no choice--their rule rested on the people and the army. After interchange of notes and emissaries, the Triumvirs and Pompeius met near Puteoli in the summer of the year 39: they argued, bargained, and banqueted on the admiral's ship, moored by the land.
