You are correct. The invoice states there should be 64 pieces but there are only 45 in the package. In most cases this is due to the merchant split shipping the other items in a different package. I would suggest contacting them and asking them if all items were supposed to be in one box. If the missing items were shipped separately, I would ask the merchant for the tracking number.
