One basic principle for every workplace is honesty. Without honesty, no real communication can occur. No respect can be built. Worst of all, no one ever knows what to believe.
Honesty is very important in praise, and it is even more important in evaluations. Sometimes the truth hurts a little but truth will always give you integrity, it will give your words power, and it will provide a basis for trust in every relationship, including those in the office.
