It would be easier for you to think the surface tension is the avarage value of the attraction force between liquid molecules.
Non-polar carbon hydride unites only by Van der Waals force. In case of the water, further stronger hydrogen‐bonding is added.
The solution(hydration) of the organic compound partially cut off the hydrogen bond between liquid molecules, so the average value of the interaction between molecules decreases as much amount, resulting in that the surface tension will be weakened.

Surface tension is easy to understand if you think it as the average of the attraction between the liquid molecules. It is binding of van der Waals force only if it is a non-polar hydrocarbon, and if it is water, further strong hydrogen bonding will be added. Since the hydrogen bonds between water molecules will be turned off some by the dissolution (hydration) of organic compounds, surface tension becomes weak as interaction as the average between molecules decreases.

I think it is more understandable if you consider the surface tension as an average value of attraction between the liquid molecules. A nonpolar hydrocarbon is a bond of Van der Waals force only, and a stronger hydrogen bond will be added in case it is water. Since a part of the hydrogen bond between water molecules will be cut by the dissolution (hydration) of the organic compounds, the coaction between the molecules as an average will decrease and the surface tension will be weakened.
