I consulted the post office and found out that filing a claim on a case when the package was "received" at the destination was different from a lost package during delivery. In this case, if an investigation application is made in Japan they will only receive a "received" response.
It seems that the issue is who the U.S. post office handed the package to and I was told that it had nothing to do with the Japan Post.

I consulted with post office worker and was told procedure is a bit different from the loss of delivery accident because status of item is ”RECIEVED” on the spot.
In this case, if I apply for searching the item from Japan, I only get the result with”RECIEVED”.
The problem is that to whom post officer hand it out in US and it's not controlled by post office in Japan.
You need to submit the paper called ”a report of the loss of an deliver item”.

I consulted to the post office, but unlike when you have lost because of normal shipping accidents, this situation is on the state of "received", so, procedure is a littleit different. In this case, though you request an investigation from Japan, the answer which you get is just "received".
If the U.S Post Office sent your luggage to some one, it actually would become a problem, because that's out of control of Japan Post Office . And, you need to submit a documents called "a report of the loss of an deliver item" to U.S Post Office.
