測定も計測も作業行為は同じようなものですが、定義上は表現が随分違う
要するに「測定」が単に「量を数値化する」という「作業者の領分」であるのに対し、「計測」は「手段・実施・結果」を有する「技術者の領分」であると言える。
但し、国語辞典では「計測」と「測定」は、意味が同じの場合の方が多いようです
ノギスの当て方が斜めノギスは、定規とパス（幅を測る道具）を一体にしたもので、工場や機械加工現場などで広く使われている測定器。

The measurement and the quantitative measurement seems the same but the the expression of the definition are completely different.
In short, "the measurement" is simply "quantify the amount" which is "the area of the operator" whereas "the quantitative measurement" requires "method, operation, results" which is "the area of the engineer"
However, from the dictionary standpoint, "the measurement" and "the quantitative measurement" are the same meaning for most of the cases.
How to apply the caliper is not straight. The caliper is the tool combined with the scale and the path. It is being used at the factory or the machine shop widely.
Is the divisions are clear?
Understand the current situation and set the target
To make the current value (how bad it is) clear!
To make the target value clear!
