This is because cities had limited supply of fuel woods from farming villages due to undeveloped transportation. Also as residences are tiny in cities, there were few demands more than small heating equipments, tiny kilns and charcoal stoves.
In the late 1900’s after Japanese-Russo War, development of transportation and the increased income pushed the energy consumption to a higher level. However, the economic depression and the cooling growth of energy supply network turned the energy consumption into a little decrease.
